You've reached a study forum for local and international students that wants to study in Israel. We don't work with any specific institute so i can't help you find the best program for you as long as you don't give me the name of the institute in which you're interested in.
There are a few institutes that offer PhD programs in Israel, among them: The University of Haifa, The Tel Aviv University, The Ben Gurion University, The Hebrew University and more.
Usually candidates for the PhD programs must finish a Master's thesis track with a grade average of at least 80 and with a thesis grade of 85 or higher.
I advise you to contact the institute in which you want to study to get more information about the different documents and papers you need to present.
