There are a few institutes in Israel that offer special M.Sc programs for international students, among them those who offer master programs in agriculture: The Weizmann Institute of Science, The Hebrew University and The Ben Gurion University of the Negev.
Each institute have different admission and different scholarships for international students so i advise you to contact the directly so they could tell you what kind of documents and tests you'll have to present to get accepted.
