There are a few institutes and schools in Israel that offer special courses in agriculture for international students, among them: GIMI - Galilee International Management Institute, TAITC - The Arava International Trainee Center, Golda Meir Training Center, The Center of International Agriculture Development Cooperation and more.

Regarding the cost - each institute offer different courses and different costs so i advise you to contact those institutes to get more information about the cost of the different courses they can offer you.
