As i wrote in my previous message you've reached a study forum that does not work with any specific school or university. But we do help Israeli and international students to find the best institute for them and the best course of study for them.

There are a few institutes and schools in Haifa that offer Hebrew courses for international students and visitors, among them: The Haifa University, Ulpan Beit Erdshtein, Ulpan Abba Hushi and more.
The cost changes and depends on the students situation - if you did Aliya in the past 10 years and haven't done Ulpan yet it's free but for tourists and people that already did Ulpan it will cost some money.
I advise you to contact those institute and the Ministry of Absorption in Haifa to get more information about your options.
