There are a few institutes in Israel that offer special programs for international students, among those institutes there are those who offer a BA in computer sciences: The ICD College in Herzliya, The Technion, The Weizmann Institute, The Ben Gurion University, The Bar Ilan University and more.
After you choose the institute that fit you needs you need to submit you high school diploma and transcript, present two recommendation letters from teachers and/or employers and sometimes pass an interview or an inside test (depend on the institute you've chose).
