There are a few institutes that offer a Phd program for international students, among them The Tel Aviv University, The Hebrew University, The Weizmann institute, The Haifa University and The Ben Gurion University.
Each institute require different admission so it's better to contact them directly so they could tell you what exactly you need to present.
There are a few things that every institute will ask you - a resume, a master in a thesis track, at least two academic reference letters and a transcript of masters' degree courses including final overall grade and thesis grade.
I advise you to contact the best institutes for you, the ones in which you want to study to get more information about the admission in each of them.
