Are you in Israel right know?
The first step is finding a professor that will help and guide you so you need to choose the school in which you want to do your Phd.
To be an applicant you must present a certificate for a Master's thesis track in a recognized academic institution with a grade average of 80 or higher and a thesis grade of 85 or more.
There are a few more steps that could help you and give you better chances, like being published but it's not a must.
