You gave me very little information about what you are looking for so it's a bit hard for me to help you.
We Have a few institutes in Israel that offer special postgraduate programs for international students, among them: The Hebrew University, The Ben Gurion University, The University of Haifa and the Tel Aviv University but as long as i don't know what you're looking for i can't tell you which one has the programs you're looking for.
