There are a few institutes that offer special programs for international students in economics, politics, security and also animal sciences.
Among those institutes: The Hebrew University and The Ben Gurion University.

regarding the tuition - Usually it's around $17,000 for a two year program but it may change between each institute so i advise you personally talk to each of them as well.
