As far as I know, there are currently no programs in Israel that are taught in English that focus in drug abuse counselling. The only programs that deal with substance abuse are taught entirely in Hebrew.

However, drug and alcohol abuse can be studied as part of other study tracks in English. For example, BA programs in psychology often include some courses in teen psychology. The Aharon Ofri Center in Kibbutz Ramat Rachel has an education short seminar, that includes discussions about child counselling and addict support.
