Before i'll tell you about the international study program, the most important thing - Non Jewish can study in Israel, there is no discrimination in the academic world.

In Israel there are a few institutes that offer special programs (B.A, Msc, and more) for international students. Among those institutes you can find: The Technion, The Ariel University, Tel Aviv University, Ben Gurion University, Haifa University, The Hebrew University and the Bar Ilan University.
All of the above offer special programs for those who wants to study in Israel.

I advise you to contact them directly because as far as i know the programs you are looking for exist in different formats and not as a doctorate.
