There are many websites you can find online that helps you get the guidance you need for a new business. As many countries, in Israel there are local courses in international business management studies in Israel.
Among the institutes that offer those programs you can find: IDC Herzliya, Jerusalem College of Technology (JCT), The College of Management - COMAS (Rishon LeZion), The Hebrew University of Jerusalem and more.

If you are looking for business guidance only i advise you to contact business mangers in your country because they know your market better then others in different countries.
