In Israel there are a few institutes that offer international students special study programs and courses in English.
Among those institutes you can find: GIMI - Galilee International Management Institute (Nahalal, near Nazareth). Golda Meir Training Center (Haifa), The Center of International Agriculture Development Cooperation (Rehovot) , TAITC - The Arava International Trainee Center (Sapir) and more.

My advise to you is to contact those institutes directly so you'll be able to find the best program for you, one that offer you the area you want to study and explore.
