The Hebrew University offer different Hebrew courses among other schools in Jerusalem, among them: Ulpan or, Ulpan Aviv, Milah Ulpan, Ulpan Etzion and more.

Some of the programs offer housing and some help you find a housing solution so don't worry about that.

Each one of those institutions offers a different program so I've attached a link at the end of my message to an article about the different programs you can choose from and i advise you to contact those that are relevant to you directly to get all the information you need about the admission, fees and more.

Regarding a scholarship you'll have to contact the school in which you wish to study directly.
