There are a few institutions in Israel which offer different PhD programs to international students, among them: The Technion in Haifa, The Tel Aviv University, The Ben Gurion University in Beer Sheva and the Hebrew University of Jerusalem. Each of those institutions have different admission but in general candidates will have to finish a Masters thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good"). All institutions also offer Fellowship positions but you need to contact them directly to find out if there is an opening.
