I am an American born citizen. By all standards I am considered a non-traditional student. I am 61 years of age. I have a Bachelor's of Liberal Arts degree. I have taken approximately 7 courses toward a master's in Public Administration. I have not completed this degree and feel perhaps it may be that I should consider completing a master's in Israel. Do you allow for non-traditional students who are above the average age of a student into this program?

As far as i know, all of the Israeli institutions which offer international programs allow students of all ages to join - You just have to find the right program for you.
