Unfortunately, as far as i know, both of the programs you've mentioned does not exist in Israel (not in an international track in English).
There is an IMPH program that might fit you.
The Hebrew university in Jerusalem offer an IMPH program for international students.
I'ts a one year program, taught entirely in English in the University's medical campus in Hadassah.

All candidates must have an academic degree in medical or health areas such as medicine or nursing, or have an academic degree in life sciences or social sciences and any practical experience will give you an advantage.
Regarding the scholarship options they can offer you, you'll have to contact them directly.
