There are a few universities in Israel that might be able to offer you a PhD program, among them: The Hebrew University, The Ben Gurion University, The Haifa University, The Tel Aviv University and more. Each of those institutes have different admission but in general candidates will have to finish a Masters thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good"). I advise you to contact the different institutes to see if they have a program to offer you and a scholarship or financial aid program that fit your needs.
