There are indeed many tracks for master's degree in Israel that are suitable for international students and English speakers. These programs are taught in English.
(There are, of course, many other programs in Hebrew as well)

Linguistics or Teaching English as a second language to qualify as a teacher in Israeli public school. I want a program in English but I am not an International student. I am a returning Israeli citizen.

Would you like to study in English or is Hebrew fine as well?

As far as I know, all the M.Ed. programs in Education (English as a second language) are taught in Hebrew. Some of the courses are studied in English but candidates are required to be fluent in hebrew as well.

No, I do not want a class in Hebrew or anything taught in Hebrew, so I guess that is a deal breaker.
