As far as i know the only way you can find out if a hospital is looking for volunteers is to contact them directly - there is no official program and you should keep in mind that almost every hospital in Israel have it's own students so the chances of a student that does not study in Israel without any connections to get in is low.

Sometimes they have programs when you pay for yourself and then you can join them - you should ask them about that.
