here are a few institutions in Israel which offer an international master degree program in political sciences to international students, among them: The Hebrew University of Jerusalem, The University of Haifa, The Tel Aviv University and The IDC Hertzelia.
Each institution offer different program and different scholarship so you'll have to contact them directly to find out what is it they can offer you.

In order to apply candidates must finish first an undergraduate degree in a related field like politics, government, journalism and sociology, with an average of 3.0 or more (80 or above). Students who wish to participate in a thesis track will need an average of 88 or higher (3.4).
In addition, candidates who did not complete their undergraduate studies in an English speaking country must take an English proficiency test.
