There are a few institutions in Israel which offer an international master degree program in political sciences to international students, among them: The Hebrew University of Jerusalem, The University of Haifa, The Tel Aviv University and The IDC Hertzelia.

In order to apply candidates must finish first an undergraduate degree in a related field like politics, government, journalism and sociology, with an average of 3.0 or more (80 or above). Students who wish to participate in a thesis track will need an average of 88 or higher (3.4).
In addition, candidates who did not complete their undergraduate studies in an English speaking country must take an English proficiency test.

I'm not sure this years registration is still open so you'll have to contact the different institutions directly.
Normally the early registration closes around April and the late registration around July.
