As far as i know, there is no official military training programs for foreigners in Israel but there is The Israeli College for Security and Investigation which offers a few courses that can fit your needs.

All the information you need about that course is in the college website so i advise you to start there and then contact them if it's what you're looking for to get more information about the cost, the training program itself and more.
