As far as i know there are currently no programs like the one you're looking for in English but there are a few institutions which offer different PhD programs that might be able to help you find the best program for you: The Hebrew University, The Ben Gurion University, The Haifa University, The Tel Aviv University and more.
Each of those institutions have different admission but in general candidates will have to finish a Masters thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").

Regarding the scholarships i advise you to contact them to see what is it they can offer you because i'm not sure they all have fully founded programs.
