As far as i know there are currently no international degree/training programs in solar engineering in Israel.

Regarding the agriculture training programs - There are a few institutions in Israel which offer different short term courses and training programs in the field of agriculture, among those institutions you can find: The Arava Institute, The Golda Meir Training Center, The Center of International Agriculture Development Cooperation and more.

Each school and institute have a different program, some of the programs could be shorter or longer than others so I've attached a link a at the end of my message that will send you to an article about the different schools, institutes and programs you can choose from and hopefully help you find the best one for you.
I advise you to contact all of them to get the most information.
