I have my masters in social work and a bachelors in psychology. I want to move to Israel and get my phd is social work or sociology. I am trying to find a school that allows students to read and write in English and accept graduates from the United States. My masters did not require one long research paper, rather we wrote many research papers as well as having internships. Is it possible to get accepted into a phd program without the requirement of a focused research paper and if so which schools? Will schools allow you to write your own research paper, if that is a necessity, and have them look over it along with a regular application? Thank you for any assistance you can provide.

As far a i know there is no school in Israel which allow students without a thesis to apply for a PhD so in the best case they might ask you to complete it and in the worst case they won't consider you as a candidate.
There are a few institutions you can turn to: The Hebrew University, The Ben Gurion University, The University of Haifa, The Tel Aviv University and more - all offer international programs in English.
Each of those institutions have different admission but in general candidates will have to finish a Masters thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
