To my knowledge, there are currently no international programs in Israel in the field of architecture which are conducted in English or Russian, all available programs are conducted in Hebrew. You can find undergraduate degrees in architecture in Hebrew in the following institutions: Bezalel Academy (Jerusalem), The University of Haifa, Tel-Aviv University, The Technion (Haifa), and SCE College (Be’er Sheva).

Regarding academic transfer from universities abroad to Israeli institutions, to inquire whether the university you are studying in is eligible for credit transfer in Israel, you will need to contact the Bureau of Evaluation of Foreign Academic Degrees, in the Israeli Ministry of Education, which is the body authorized to evaluate degrees from overseas compared to their equivalents in Israel. Alternately, you can try to contact the academic institutions I have listed above and inquire about the possibility to transfer credit.
