There are a few institutions in Israel which offer different degree programs in English to international students.
Each institute offer different scholarships and financial aid options especially to students from countries which are considered poor or n crisis.
In order to apply for a scholarship you must first choose a degree program and an institute in which you wish to study - there are no national scholarships.

The Tel Aviv University and The University of Haifa offer a masters' in security and diplomacy to international students that have a bachelor's degree from any field, with a minimal final grade of 80 or the equivalent for candidates from schools or countries with a different grading system.
Students who are not native English speakers and haven't completed their undergraduate studies in English will be required to pass a TOEFL or IELTS test.
This program is a one year full time program taught in English open to Israeli and international students which cost $17,500 but there are more than a few options for scholarships for students that can pay the tuition so don't be afraid to contact them about that.
