Hello Etienne,

Before applying for a scholarship you must be accepted to one of the institutions in Israel that offer degree programs to international students.
After you'll get accepted you can apply for a scholarship or one of the other financial help options international students can apply to.
Each institution in Israel offer a different set of scholarships and financial help programs but most of them base their decision on the candidates financial background and his country of origin - students from countries that are considered poor or in crisis like India for example has a much better chance than students from England, the US , and more.
