Please, it is possible for me to study a degree or higher diploma in computer science and related program at Israel with diploma in network engineering from NIIT Ghana and certificate of ICT Management from university of Cope town South Africa. Thank you.

I am interested in a Ph.d in Information and Communication Technology. Please, kindly advise me on Universities in Israel where I can enroll and also if I can study there with my diploma and higher certificate in any of the their programs

I'm not sure Israeli institutions would have a degree program to offer you but there are a few that offer different degree programs that might fit you: The Hebrew University, The Technion in Haifa, The Ben Gurion University, The Tel Aviv University and more.
I advise you to contact them directly in order to understand what exactly they can offer and than choose the best one for you.
