There are a few teaching hospitals in Israel that offer training programs for international doctors. Among them: Soroka in Beer Sheva, Ziv in Sefad, Rambam in Haifa, Tel Hasomer Shiba, and more.
I advise you to contact them directly to get all the information you need and to find out what kind of programs they offer international doctors.
