As far as i know each institute in Israel that offer a master degree in agriculture also offer different scholarships fro students from countries that are considered poor or in crisis.
Because it's not a specific scholarship i can't tell you exactly what is included so i advise you to contact the different universities and schools that offer agriculture studies.

Each institute offer a different scholarship so in order to find the best one for you you will have to contact the different institutes in the link and they could give you the information you need.
