There are a few institutes in Israel that offer PhD programs in English for international students, among them: The Hebrew University, The Ben Gurion University, The Technion, The University of Haifa, The Tel Aviv university and more.

Applicants will have to finish a Masters thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
I advise you to contact the different institutes to see if they have a program to offer you with your type of MA.

I have been wondering who can i call to ask if i can apply since i am from the West Bank, and thier is alot of tension. And how much is the tuition?

If you already know in which institute you wish to study you can contact them through their website and they will give you all the information you need about the admission, registration and fees.
Each institute have different regulations so if you still don't know in which university you wish to study you will have to contact each and everyone of them.
