I personally don't know any institute in Israel that offer special Phd peace programs for international students so i can advise you to contact the different institutes in Israel that offer other Phd programs for international students and maybe they could offer you the program that will fit you/
Among those institutes: The Hebrew University, The Tel Aviv University, The Ben Gurion University, The University of Haifa, The Bar Ilan University and more.
