In order to work in Israel you need to Open a file at the Auditors’ Council in Jerusalem, send 2 copies of your license certified by an Israeli lawyer, send letters of recommendation from your previous employer that shows you've been working in the field at leas 2 years and than you'll have to pass the test in English that is held once a year in November-December.

I advise you to contact The Institute of Certified Public Accountants in Israel to get all the information you need about the test and the volunteering.
