There re a few institutes in Israel that offer PhD programs for international students (from developing countries or not).
Among those institutes: The Haifa University, The Tel Aviv University, The Ben Gurion University, The Hebrew University and more.
Candidates for the PhD programs must finish a Master's thesis track and their grade average has to be at least 80(B), with a thesis grade of 85 or higher ("Very Good").
I advise you to contact the institute in which you want to study to get more information about the different documents and papers you need to present.
