In Israel there are a few institutes that offer special programs for international students, among them those who offer a doctoral degree program.
Among the institutes that offer the kind of program you are looking for: The Ben Gurion University and thw Weizmann institute of science.

I am very happy for your urgent e mail of my request. Now i am living in Arava on training. I w have 2 more months to be here. Since it is easy for me to come to the university and finish the processes required including registration fee if there is and to process other relevant pre requisites. Before all, i want to be updated about the overall program including accommodation, tuition fee if there, facilities, sponsor, scholar type etc.

I have thesis paper which is almost finished to be published recently. I have also have 3 more paper un published yet but intended to be published. I am very happy if i can get the chance since Universities of Israel have excellent recognition in world wide and in addition i have staid here almost two year consecutively and I love Israel.
