As far as i know there are a few institutes among those who offer special programs in English that offer technology related courses but i don't know if it's exactly what you are looking for so i advise you to contact them directly.
Among those institutes: The technion in Haifa, the Hebrew University, The Tel Aviv University, The Ben Gurion University, Bar Ilan University (Ramat Gan) and more.
