There are a few institutes in Israel that offer the option for students to study in English among them you can find the Technion - Israel Institute of Technology, The Hebrew University of Jerusalem, Tel Aviv University, University of Haifa and more.
In each of them there are different programs for students who choose to study in English.
I advise you to contact them directly so you will be able to find the best program for your sons.
