In Israel there are a few institutes that offer the option for students from abroad to study in Israel.

A PhD in marketing you can find in the Hebrew University of Jerusalem, Machon Lev-Jerusalem College of Technology, and more.
I advice you to speak with some of those institutes to get more information about the scholarship they can offer you.
