The IDC College (Herzliya) - offers B.sc program. There used to be an English program in the Technion Institute in Haifa but I suggest double-checking that.

In order to apply, The applicants must submit copies of their high school Diploma. If you've already completed one year of college or university, you'll have to hand in a high school diploma and a transcript of your higher education studies.
