Hello, I am an Information Security expert with over 18 years experience in Information Security. I have a BEng in Mechanical Engineering from Brunel University and an MSc in Information Security from Royal Holloway University of London. I am currently working for the Government of Ghana as the Lead for Critical National Information Infrastructure protection (CNIIP) at the National Cyber Security Centre. I am interested in pursuing a research based doctoral program in Cyber Security, specifically on CNII security, protection and resilience. As I am already in this space, my field work in engaging Critical National Information Sectors will be relevant to my research work and enable me to make critical decisions and better contribute to the country's development in that space. I would be grateful if you can furnish me with any relevant information on such a program at your esteemed university. I would like to start within the next few months if that is possible.

Doctoral programs in Israel
Hello Frederich,
There are a few institutions which offer different PhD programs, among them: The University of Haifa, The Ben Gurion University, The Tel Aviv University and The IDC Herzliya. In order to find out if they have an opening for an international student in a PhD program you'll have to contact them directly.
Each of those institutions have different admission but in general candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
Regarding a scholarship you'll have to contact each school in personal because each of them offer different funding opportunities.
