There are a few study options available for you in Israel for PhD. At Ben Gurion University you can find fellowships in the department of Tourism and hotel management, where you can conduct research in English in a variety of topics.

If you are looking for PhD tracks in education, you can find these at Tel-Aviv University and The Hebrew University.
