Agronomy studies in Israel
Hello Wellington,
As far as i know, there are no international programs in agronomy but there is a master degree program in agricultural sciences.
There are a few institutions in Israel which offer different MSc programs in agriculture sciences (which include irrigation) for international students, among them: The Ben Gurion University of the Negev in Beer Sheva, The Weizmann Institute of Science in Rehovot and The Hebrew University in Jerusalem.
In order to apply for a master program in agriculture in Israel candidates must present a first degree in biology, biotechnology, agriculture, animal sciences, food sciences or any of the related fields with a GPA of 80 or more. In cases students are not from an English speaking country, they will have to take an English proficiency test like TOEFL or IELTS.

If you want information about the different scholarships each institute is offering you'll have to contact them directly.
Regarding the fees you'll have to contact the school in which you wish to study directly because it's changing between each and every school.
