There are a few schools in Israel which offer Bsc engineering programs, among them: The Technion - Israel's Institute of Technology in Haifa, The Tel Aviv University and ORT Braude College in Karmiel.

In order to apply all institutions require standardized test (such as SAT or ACT or AST or Gau Kao),

in cases when the candidates are not native English speakers they will have to take an English proficiency test such as TOEFL. The TOEFL score needs to be 580 or above.
All institutions also take into consideration the candidates high school average, and special attention is given to their grades in math and physics.
Tuition changes between schools and so does the scholarships so in order to get the relevant information for you, you'll have to contact the school in which your son wish to study.
