In each university in Israel which offer an international degree to which international students can apply, also offer a Mechina.
You haven't mentioned what is it you wish to study or where so it's hard for me to help you more than that, but you can contact the school in which you wish to study and ask them about the Mechina programs they offer - All of the universities have international websites.
