There are a few schools and institutions in Israel which offer post doc programs and fellowships, among them: The University of Haifa, The Hebrew University, The Tel Aviv University, Weizmann Institute of Science, The Ben Gurion University and The Technion.
Most institutes offer a two year program, in English for candidates that already completed their PhD (candidates must complete their PhD prior to applying),
In order to find out if they offer the program you're looking for you'll have to contact them directly.
