There are a few institutions in Israel which offer different PhD programs for international students and professional, among them a few which might be able to offer you management tracks: The Technion in Haifa, The Tel Aviv University, The Ben Gurion University in Beer Sheva and the Hebrew University of Jerusalem.
Each of those institutions have different admission but in general candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").

Each of the institutions also offer scholarships but you'll have to contact them directly about them because each one is different.
