Hello Jay,

As far as i know most (if not all) engineering programs at the Ben Gurion University are in Hebrew so if you are not fluent you will have a problem getting accepted and studying.

There are other program that might fit you so I've attached a link at the end of my message to an article about the other institutions who offers engineering studies.
