Hello Barry,

There are a few universities in Israel which might offer PhD programs that will fit what you're looking for, among them The Hebrew University of Jerusalem, The Tel Aviv University The University of Haifa, The Ben Gurion University in Beer Sheva and more.
In order to find out if they have an opening for an international student in a PhD program you'll have to contact them directly.

Each of those institutions have different admission but in general candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").

Hebrew courses for international students, visitors and professionals are being offered by each of the institutions I've mentioned - all you have to do is ask them about it when you contact them about the PhD programs.
